Move SharePoint List Items to Another List and Keep Attachments

I found a very useful blog post which details how to copy the list items of one SharePoint list to another while retaining the attachments on those list items:

The post uses Access 2013 to copy list items from a SharePoint 2007 list to a SharePoint 2013 list, however, I have also verified that the same method works using Access 2010 to copy items between lists in SharePoint 2013.
